Think it is colloquial term. (offov vic reeves i believe) for someone with crazy legs. such as this unfortunate fellow....

Drugly bloke.. My balls, they do itch.

Testicular rearrangement relieves the symptoms, but the sweaty nature of my nutsack means the return of the discomfort is never more than a few minutes away.

How can you help?
