mk2 golf 1.6 odd timing marks (with pics)

So i have been trying to get the timing set up as my fuel consumption is terrible (15mpg) and have run into a few strange things.

Firstly the TDC mark on my flywheel is unlike any other i have seen for these cars..

It is definitely TDC though, all other marks align correctly and i have checked with dipstick in no.1 plug hole.

So, i set the timing using a strobe to this mark:

I am assuming this is the 18 degrees BTDC mark.

However, the rotor arm does not line up with the notch on the distributor body. Bit difficult to see but it's way out:

If i line the marks on the distributor up the engine doesnt want to start.
I'm thinking this is likely due to the distributor having been put in incorrectly. The rotor is pointing to no.1 spark plug though. Should i take the distributor out and line the rotor up with the notch or is this unimportant?

The dot on the flywheel is zero, you can confirm this by taking off the belt cover and aligning it up

The you set the dizzy a little before the dot and I suspect the firing order on the cap has been re-jigged to compensate so set that 1342 clockwise from the cap point that aligns with the dizzy notch. Those Valeo dizzies are rubbish.
