Webers & Dells like it at around 2.5 to 3 PSI IIRC. Stock pumps can vary but it's quite possible that it's overpowering the float valves. Might be worth checking with a pressure gauge. If you do need a regulator then go for a Malpassi Filter King - avoid the empi branded tat.

Will a regulator work on a standard fuel pump, or does that need upgrading?

28 vents are fine for the small engine. I have 32 vents in a 2316 - but its an engine in a bus.

Stock pump is fine. I like the Malpassi Filter king.
