Polzeath on the north coast is where to go. Very safe beach, campsites, bars, cafes and usually waves as good (better?) as Newquay which is a bit of a dump. (My opinion! Sorry to those that live there! )
if you fancey somewhere a little quiter with less crowds than devon and cornwall fresh water west in pembrookeshire south whales , great surf , and the village of angle just up the road has a great campsite which is very basic but also very cheap .
There has been some awesome surf in Cornwall and the water is starting to warm up. Another great place to go is Churchtown farm in Gwithian. Nestled in the sand dunes it is just by the beach. Very user friendly with some good safe waves. Great cafe at Godrevy as well!!
