Default Cheap Scanner, Which One???

Hello All,
Having mither getting my Seat Arosa running and need a scanner.
Bought a second hand Memo Scan U480 for a fiver but it wont recognise the Arosa. It will recognise my Jag, but that's not broke!
Reading through most of the cheaper scanners they all say from 2001 , problem is the Arosa was registered here in Feb 98 so could easily be a 97 model year, never mind post 2001.
Can anyone point me in the direction of a cheap scanner that is going to read the fault codes on my 98 Arosa. I would assume its the same as a 98 polo with the same engine?
By cheap I mean cheap, under 20 if poss, and not one using Blue Tooth that connects to a smart phone. Needs to be plug in hand held jobbie. Already wasted a fiver so this is running expensive...
