I'm currently in the process of prepping my early bay for paint and I'm starting to think about rust inhibitor and primer but I was told about Vactan which is both of these in one. I was also told that as long as the surface is straight then very little prep is needed. Is this true? Seems too good

Now, I have read millions of posts on loads of sites, but wanted a step by step guide if possible in how to sort out rust... and generally protect my beetle. My first question concerns general areas of surface rust, like in pictures 1 & 2... the top of the bonet and the bottom of the engine...

Any advice? Mine's not in too bad a condition, but is the best way just good old fashioned elbow grease to get rid of surface rust? And then paint/seal it? Any ideas how much a company would charge to do it? It's just a chore of a job, so any advice/help is always appreciated!
