I finally found the correct oil bath air filter for my 1967 1500 beetle. It's the kind with two one inch warm air pipes as opposed to the more usual one large pipe. I'm a bit confused as to how the warm/cool air flaps work. The filter looks like this -



Anyway, my question is about how the flaps are supposed to operate. The 'counterweights' on the the two arms naturally hold the flaps in the warm air position. Is it just vacuum that pulls the flaps open or is there supposed to be some kind of connection to the 'loop' at the other end of the levers?

I've seen on some buses the flap in the air filter has a cable attached to the flaps in the fan housing so when the thermostat opens the flaps it opens/closes the flap in the air filter aswell, this might be the same for this air filter....
