How do you know that there is no power to the heater plugs?

To test, remove the supply wires from *all* of the plugs and turn on the ignition. Using another length of wire connect each plug to the battery positive terminal. There should be a spark if the heater plug you are testing is working and drawing power.

Be careful and make the test connection for the shortest possible time.

Sorry don't know enough about the Isuzu to direct you to the fuses (but should be idenifiable from the list inside the fuse box lid) or the timer replay.

Hope none of this has been an egg sucking lesson :)
