As I was after a firmer ride on the front of my split, I was advised to get a set of coil-over shocks (GSF No 99313) for my bus. Problem is, they won't go on as they are about 15-20mm too long. I can't crompress them while fitting as they are too firm.

I have an adjustable beam and dropped spindles. Does anyone have any ideas why they might not fit?

In my personal experience (on a lowered bay owned by a customer) the springs on the coilovers will work against the torsion leaves in the beam and will give a seriously weird/dangerous ride. They'll also bump your ride height up (which is why they were on the Bay, when replaced with normal shocks the thing went down about another 2 inches). I'd have thought you should be looking at proper adjustable jobbies...
