I was poking around under my bug earlier and noticed that one of the bolts that holds the shell and floorpan together was loose. I tried to tighten it, but it wouldn't grip at all.

Everywhere is solid, not rot in the heater channels etc - anyone have any ideas?

Yep, tried to take the bugger out but it wouldn't come. I'm guessing that the captive nut has broken off inside?

I've just removed a heater channel on my Beetle and some of the bolts had rusted away on the threaded portion and were loose as you describe. I managed to get most of them out my levering under the big washers whilst turning the bolts until they picked up a thread and came out.
If the captive nut has broken loose Moby's idea seems the best solutions without causing a lot of grief.
