probaly the sender unit, if you disconect the wire(s) from it it should go to empty and if you earth the wire it should read full on the gauge, if not it could be the gauge itself
I had the same fault on my van, bought a new gauge & sender unit and it turned out to be the voltage regulator. Process of elimination im afraid but jims web site helped me get it sorted
