any advice please?

i have a bug thats lowered at the front with an adjustable beam, (bout half way down) with standard shocks. the ride is bumpy but tollerable.

do you think lowered shocks will make much difference to the ride quality even though i aint got much spring from the leaves?

The leaves have the same 'spring' as they always did, they are just working from a different starting position. If your standard shocks are bottoming out, then 'lowered' shocks will improve the ride.

i dont know if they are bottoming out as such, i just notice its a lot rougher than when i had it higher up! same for the back as thats lowered 1 spline.

I have lowered shocks on an adjustable beam - the bumpiness doesn't go away! - it is better than without, but from what I have experienced in other bugs with dropped spindles as well as adjusters, the spindles do make much more of a difference than the lowered shocks on their own, which is why dropped spindlesare on the shopping list!
