strip paint from repair panels?

Fitted a new front quarter panel from heritage - can the grey paint the panel came in be painted over (with primer then top coats?) or should this paint be stripped off to bare metal first?

The grey paint on genuine VW panels is a great base coat - leave it as it is.

The black stuff on repro panels needs to come off.

I am about to do the same job on mine.

Can you give me any hints or tips?

I'm concerned about the rain gutter area and the top of the panel where it meets the upper scuttle.

Any pics etc?
