Heat exchanger NO, as it is not a structural part of vehicle, however if there are any sharp parts that joe public could injure themselves on (very unlikely) it may be wise to tape the hole up with heat proof tape, as for the shocker not too sure , as long as it operates and is not leaking then i can't see why it would fail, I'm sure someone else will confirm this.
two questions about mot
Just wanted to ask if a beetle will fail for having a small hole in one of the heat exchangers and

will it also fail for this cover not bieng fastened to the top of the shocker, thanks for looking
